🎓 The Rector’s Role
The Rector is the legal representative of the University in its relations with third parties and carries out the executive leadership of the institution.
📋 Responsibilities of the Rector
a) Manages and oversees the university’s operations based on the management contract
b) Signs the management contract with the University Senate
c) Proposes for Senate approval the university’s structure and operational regulations
d) Submits the budget proposal and budget execution report to the Senate for approval
e) Presents the legally required annual report to the Senate by the first working day of April; the Senate validates the report based on reviews from its specialized committees. These documents are public
f) May convene the University Senate
g) Organizes public competitions for selecting faculty deans and issues confirmation decisions
h) Signs official documents, diplomas, and financial-accounting records issued by the university
i) Issues decisions regarding student enrollment status
j) Approves the structure and membership of the University Ethics Committee
k) Proposes disciplinary sanctions for teaching, research, and administrative staff
l) Appoints, with Senate approval, investigative committees for disciplinary violations
m) Issues written decisions on hiring, disciplinary actions (as determined by the Senate and Ethics Committee), and employment changes or terminations
n) Cancels certificates or diplomas, with Senate approval, if obtained fraudulently or in violation of the Code of Ethics and University Deontology
o) Chairs the selection committee for the Administrative General Director and appoints the position in accordance with the law
p) Oversees the enforcement of the Internal Regulations, Code of Ethics, and other internal decisions
q) Approves job descriptions for teaching, research, auxiliary, and non-teaching staff
r) Carries out other duties assigned by the Senate, in accordance with the management contract, University Charter, and applicable legislation
s) In fulfilling public accountability, the Rector must:
- Present the annual University Status Report to the Senate in March
- Make public all decisions issued by the Rector and the Board of Administration
- Annually declare, under personal responsibility, the university’s enrollment capacity, in accordance with the law
